A chalet or a BBQ pit is the cheapest way to give twenty children a whole day outdoors in Singapore.
It is also the option with the most rules, almost none of which appear in the guides that recommend it. Three of the most repeated facts about BBQ pits are out of date, two of the chalet operators most often listed no longer exist under those names, and the single rule most likely to ruin your afternoon is one sentence buried on an NParks page.

Best for families who want a long, cheap afternoon outdoors and are happy to stand.
This is the threshold that turns a casual gathering into a formal booking. Per NParks' own venue booking page, you must book an event venue if your event requires ticketed admission, requires set-up such as tentage or a sound system, or has more than 15 participants.
Fifteen is below a typical children's birthday party once you count parents. If you are expecting twelve children and eight adults, you are over the line and a BBQ pit permit alone is not the right instrument.
Separately, an Organised Group Activity Permit is required for more than 30 people in the nature park networks, the Rail Corridor or Pulau Ubin. There is no application fee, but it needs a month's lead time and NParks notes that permits may not be issued for weekends and public holidays.
If you are over 15 people, or you want a tent and chairs, this is the route. Fort Canning's Old Married Soldier's Quarters is the only NParks venue that explicitly lists birthday parties among its permitted event types.

Peak is Friday to Sunday, off-peak is midweek. HortPark works in minimum four-hour blocks: 8am to 12pm, 1pm to 5pm, or 6pm to 10pm.
For a party of 16 to 25, the HortPark rooms are the best value in this guide. A Leaf Room midweek at $239.80 gives you an enclosed, bookable space with chairs, which a $20 BBQ pit explicitly does not.
Best for parties over 15 people that need a guaranteed space rather than a lucky shelter.
Parents ask about this constantly, so here it is plainly.
You cannot hold a birthday party at Jacob Ballas Children's Garden. Its own rules state that tents, tables and chairs are not allowed, and there is no party booking or package of any kind. The official NParks venue terms separately exclude the Children's Garden, the National Orchid Garden, the Rainforest and all shelters within the Gardens from event use.
Singapore Botanic Gardens does hire indoor venues, but Burkill Hall's permitted event list covers weddings, anniversaries and corporate functions. Birthday parties are not on it, and the cheapest option starts at $1,242.60 for four hours.
It remains an excellent free morning out. It is not a party venue.
Two of the operators most often recommended no longer exist under those names, and one category has disappeared entirely.

NSRCC Changi Bungalow is the standout for a birthday: every bungalow comes with exclusive use of its own sheltered BBQ pit, which sidesteps the entire public-pit rulebook above. You can bring your own tables and chairs, or rent a table with four chairs for $8 a day. Charcoal is $6 for 3kg.
HomeTeamNS East Villa publishes the highest daytime capacity found: up to 40 people. If your guest list is genuinely large, this is the one to price first.
D'Resort is the most searched chalet in Singapore for children's parties, and its own rules are more restrictive than most parents expect.
That 10-guest limit at the pit is the number that catches people. If you are picturing twenty children around a barbecue at D'Resort, that is not permitted.
Downtown East is the separate events arm and does publish a per-head figure: from $60 per pax, with an additional 10% off for NTUC members. A minimum of 30 guests gets a claw machine loaded with 30 plushies. A minimum of 50 gets the birthday child a Wild Wild Wet season pass or a night at D'Resort.
Best for overnight stays where the party is the whole weekend, not a two-hour slot.
Changi Beach Park is open, but the boardwalk between Cliff Walk and Creek Walk is closed for repairs and is expected to reopen on 31 December 2026.
Overlooked, and genuinely free. A camping permit at East Coast Park or Pasir Ris Park costs nothing.
That last rule is the catch. Camping gives you a tent, which the BBQ pit rules forbid. It does not give you a way to cook.

Can I bring a table and chairs to a BBQ pit? No. NParks prohibits setting up tents, tables or chairs around the pit, and the rule holds even in rain. A chalet with a private pit, such as NSRCC Changi Bungalow, is the way around it.
How many people can I have at a BBQ pit? Up to 15 on the pit permit alone. Above that you need a separate venue booking from NParks.
Can I reserve the shelter next to my pit? No. Shelters are shared and first come, first served. They are not included in the pit booking.
Can the public book a CSC chalet? Yes. Members book 120 days ahead, public officers and MINDEF personnel 90, HomeTeamNS affiliates 75, and the general public 60.
Can I get a refund if it rains? No. BBQ pit fees are non-refundable with no cancellation. You may change the date once if you request it at least 48 hours ahead.
Do I need a permit for a bouncy castle in a park? Yes. Anything requiring set-up needs a venue booking, regardless of headcount.
The honest summary: a BBQ pit is unbeatable value for a small, informal party where everyone stands and nobody minds. The moment you want chairs, a tent, or more than fifteen people, the cheapest option stops being cheap and a bookable venue or a chalet with its own pit becomes the sensible choice.
